COVID-19 - UPDATED RENTAL ASSISTANCE PROGRAMS BY COUNTY

Governor Doug Ducey recently announced the Arizona Department of Economic Security (DES) will be launching a new Emergency Rental Assistance Program in the following twelve counties: Apache, Cochise, Coconino, Gila, Graham, Greenlee, La Paz, Navajo, Santa Cruz, Pinal, Mohave and Yavapai. Renters and landlords can apply for assistance through the DES online portal beginning February 23, 2021 at des.az.gov/ERAP DES has over $280 Million in funding to deploy for rent and utility assistance.

Rental owners are encouraged to start gathering documentation from residents and submit applications on behalf of residents starting on February 23, 2021. DES has indicated that it requires either a 2020 tax return or 60 days of payroll stubs to determine the income eligibility under the program. Residents 18 years of age or older should be able to provide proper government issued identification and verification that at least one member of the household is eligible for unemployment benefits, proof that household income is 80% or less than Area Median Income (AMI). The AMI table is available here. Priority assistance is being given to those at the 50% AMI range.

In Maricopa County residents will have access to $46.2 million in rent and utility assistance. The available rental assistance agencies and information related to their application process can be found here. Maricopa county has announced that it will have a rental program open for applications as of mid-March 2021 to serve residents throughout the county except for those residents residing in Phoenix, Mesa, Glendale, Chandler, and Gilbert.
Residents residing in Glendale have access to $7.6 million in rental assistance. The crisis assistance programs’ application can be accessed here.
Residents residing in Phoenix will have access to nearly $51 million in rent and utility assistance. Applications will be administered both by the city’s Human Resources Department and Wildfire. Applications should go live mid-March in Phoenix.
Residents in Mesa have access to $15.76 million in rent and utility assistance. Mesa’s application process is live at this time. Applications for assistance can be found accessed through Mesa Cares.
Residents in Chandler will have access to $7.9 million in rent and utility assistance. The assistance program in Chandler is being administered by AZCEND. Information on how to apply is scheduled to be released by February 25, 2021.
Residents in Gilbert will have access to $7.7 million in rent and utility assistance. The assistance program in Gilbert is being administered by AZCEND. Information on how to apply is scheduled to be released by February 25, 2021.
Residents in Scottsdale will have access to Maricopa County’s pool of rent and utility assistance and will need to apply through the county here.
In Pima County, residents will have access to nearly $31.7 million in rent and utility assistance. Pima County received $15.1 million directly and the city of Tucson received $16.6 million. Residents can apply through the City of Tucson directly, which plans to have applications go live either late February or early March. Residents can also inquire with Chicanos Por La Causa (CPLC), The Society of St. Vincent de Paul, or Catholic Community Services Of Southern Arizona, Inc.
Residents in Pinal County will also have a $14 million program through the Arizona Department of Economic Security which plans to make available applications as of February 23, 2021.
Residents in Yuma County will have access to $6.5 million in rent and utility assistance through Western Arizona Council of Governments, Chicanos Por La Causa (CPLC), The Society of St. Vincent de Paul.
